Need for more skilled workers necessitated change, Coderre saysCANADIAN PRESS
OTTAWA – The federal government is easing the rules for immigrants to enter Canada, ending a long-standing grievance by thousands of applicants.
Immigration Minister Denis Coderre announced today that a backlog of about 100,000 immigration applicants will be allowed to apply to Canada under an old set of rules that place fewer barriers to entry.The minister is also lowering the grade level for assessing people who want to immigrate.
«These proposed changes reflect the principles of fairness, openness and flexibility which form the core of Canada’s immigration program,» Coderre said.
A restrictive immigration law that came into effect in the spring of 2002 had required backlogged applicants to qualify under the new rules – even though they had originally applied before those rules came into force.
Coderre came under fire from immigration lawyers and a federal court judge, who said the grandfathering of the restrictive rules was unfair.
With regard to assessing immigrants, applicants will soon be required to pass a mark of 67 on a scale that measures language and skill levels. That’s down from the pass mark of 75 set out in the Immigration and Refugee Protection Act.
Coderre said the change is being made to help attract more skilled workers to Canada.
Canada currently allows between 220,000 and 245,000 people to immigrate each year. New targets are expected in about a month.

Me perece algo bueno pues de una buena vez se dieron cuenta de que si quieren tener un aumento en la poblacion productiva para mantener el sistema social, no puedes cerrar la puerta a los potenciales candidatos.
Sin embargo e parece que el timing es algo sospechoso pues esto puede a la vez ser una maniobra de tipo politico ya que en febrero del proximo anio va a haber elecciones federales nuevamente el primer ministro anuncio algun tiempo atras su retiro de la politica, ademas de que tambien el hombre en si y su partido han sido duramente criticados por diversos escandalos financieros , la posicionun poco antagonica con los EUA con respecto a la guerra en Irak, el manejo de las crisis de las vacas locas en Alberta ,El SARS En Toronto, Los incendios forestales en British Columbia y como ultimo la pugna que tiene el gobierno en el parlamento presionando para levantar restricciones en cuanto a la posesion de la marihuana y la legalizacion de los matrimonios entre @!#$.
En fin que casi siempre este tipo de medidas vienen en estas epocas para asi ganar futuros votos entre las comunidades de inmigrantes.
Asi que bueno quien ya tenga su poroceso en marcha tendra mas posibilidades, y quienes fueron rechazados con el sistema de los 75 puntos pueden ser reconsiderados si tienen el puntaje suficiente.

The Canadian Minister of Citizenship and Immigration has announced that
effective immediately a lower pass mark will apply for all skilled worker
applicants. The old pass mark was 75 points. The new pass mark is 67 points.
This is a substantial reduction and will allow many more people to qualify
for immigration to Canada. If you have been told in the past that you do not
qualify or do not yet qualify, you might now qualify under these new rules.

The lower pass mark applies to all skilled worker applicants, including new
applications as well as current applications that are in process.It is unclear what will be the effect on those applicants already refused
because they failed to meet the old pass mark. It appears those applicants
will not benefit from this lower pass mark (because their applications have
already been decided), but if you are one such person, then please contact
us directly for more information concerning your circumstances. For all
other skilled worker applicants (new or in process), it can be assumed that
the new pass mark of 67 points will immediately apply to their applications.The Canadian immigration regulations permit the Minister of Immigration to
change the pass mark at any time. This lowered pass mark presents an
excellent opportunity to apply for and receive an immigrant visa before the
pass mark goes higher.Changes to Retroactivity
In addition, the Minister also announced that he will amend the regulations
as they apply to some current skilled worker and business applicants so that
they can be assessed under more favourable selection criteria. These changes
will apply only to applications submitted before January 1, 2002. These
amendments to the regulations will also apply to some skilled worker and
business applicants that were recently refused or recently withdrew their
applications, although these two categories of applicants will need to
notify Canada Immigration that they want to take advantage of this option
(there is a time-limit for such notification). These changes are not
effective immediately. They require amended regulations and we will keep you
informed of that process.If you believe that you fall into one of these categories (only applicable
if your application was been submitted before January 1, 2002), then please
contact me and the clerk assigned to your file for further clarification.
These are all very good changes and we need to take advantage of them.Summary
– Effective immediately, the pass mark for skilled worker applications is
reduced to 67 points. As such, this is now an excellent time to apply for
immigration to Canada.
– Upcoming amendments to the regulations will allow some skilled worker and
business applicants to have those applications decided under more favourable

Para tener derecho a voto ya debes ser ciudadano canadiense, para lo cual debes haber cumplido el tiempo estipulado de residencia en Canada mas debes de haber pasado satisfactoriamente por el proceso de aplicacion.
Segun el sistema actual debes haber vivido en Canada por lo menos 3 anios con el estatus de residente antes de enviar la aplicacion para ciudadania . El proceso de nacionalizacion toma entre 8 y 12 meses.

Se me olvido mencionarte Miguel que si bien mientras eres residente no puedes votar , muchas personas dentro de los grupos mas grandes de inmigrates ya son ciudadanos canadienses por lo que tiene peso politico dentro sus comunidades ademas de que se esta pensando en votantes a futuro , es decir a la hora que el inmigrante de nacionaliza el se recordara de quien estaba en el poder para el momento que paso por el proceso y si se la pone dificil para venir popr supuesto no vota, si se la pone facil , por supuesto vota a favor como para pagarle el favor.
Aqui el partido Liberal tiene 10 anios mandando y quieren permanecer otro termino de 4 anios

SI ES UNA MEDIDA GENERAL DE INMIGRACION, LA MEDIDA DEBERIA APLICAR PARA TODOS LOS ESTADOS, PUES A FIN DE CUENTA QUIEN DA LA VISA ES LA FEDERAL, Y AUNQUE EXISTE UN CERTIFICADO, ESTE TAMBIEN SE RIGE POR LOS PARAMETROS DE LA FEDERAL, MAS AUN SUPUESTAMENTE SON MAS RAPIDOS. AHORA CON MAYOR RAZON DEBERIAN AJUSTARSE PUES ENTONCES LA GENTE DESISTIRA DE IRSE A QUEBEC Y SE IRAN POR EL FEDERAL, Y SERA PEOR PARA LA PROVINCIA.

"We know there are thousands of professionals trying to leave economic and political conditions, well here is an opportunity to move up the ladder, you may well end up working at the offices of IBM or DELL tidying up the place, but at least you are with a fortune 500 company"Providing that there may be a chance of moving up the corporate ladder, working as "Cleaning Engineer" may not sound too bad. After all, it beats being unemployed in Central America. According to sources this plan works for the benefit of all, those who need the buildings and offices clean and those who want to clean them, moving the pyramid to a more economically egalitarian society.

Pana, lamento mucho, que después de emigrar, estés limpiando pisos, y lamento también que no tengas la capacidad ni como persona ni como profesional de poder pasar de ahí. Afortunadamente, no todos los casos son tan lamentables como el tuyo, no por lo menos los casos que conozco, que son varios, de personas que han tenido mucho éxito profesional en Canada y han puesto el nombre del nuestro país muy en alto.

Primero que todo mi panita, que te fumaste? porque la unica basura que aqui existe es aquella con la que te mareaste y despues decidiste escribir tu post. Segundo, asumiendo que eres de por aqui o de por alla, Conoces la frase DEMOCRACIA del pensamiento? Eso significa que yo tengo la libertad de expresar lo que yo quiera en un foro publico sin ofender a primeras personas. Si tu y los otros se siente aludidos por una broma escrita, que de paso (en mi opinion) denota la realidad de muchos; y no les gusta, aunque respeto su opinion contraria, no asi el hecho de usar adjetivos contra una primera persona.
Ademas, que significa eso de que sabes donde estoy por mi direccion electronica? Da pena porque en el fondo demuestra la falta de respeto , precisamente uno de los problemas que en este momento estamos sufriendo, y que ha divididido a los venezolanos . Espero que las personas que escriben o plasman sus frustraciones aqui, cargadas de agresividad, algun dia maduren y piensen que esas pruebas son para los que se la pueden…sino serán siempre uno mas del montón.
